U.S. Senators Lindsey Graham and Sheldon Whitehouse warned that China’s new Law on Promoting Ethnic Unity and Progress threatens Tibetan children, religious freedom, and the rights of minorities. In a June 25, 2026, letter to Chinese Ambassador Xie Feng, the senators urged Beijing to rescind or substantially revise the law before it takes effect on July 1. They raised concern over Article 63, which claims jurisdiction over people outside China accused of undermining “ethnic unity.” The senators also cited state-run boarding schools that have separated more than one million Tibetan children from their families, language, and heritage.
