U.S. House Select Committee on the Chinese Communist Party Chairman John Moolenaar warned that China’s new Ethnic Unity and Progress Law could be used to harass and intimidate critics beyond China’s borders. In a June 29, 2026, statement, Moolenaar said the law, set to take effect on July 1, would also legitimize abuses against Tibetans, Uyghurs, people of faith, and groups China classifies as minority nationalities. He said the measure fits Beijing’s wider pattern of transnational repression, while the committee noted condemnation from human rights groups, lawmakers, and government officials worldwide.
