Describing a "persistent pattern" of coercion, they caution that these actions—specifically the "Whole Village Relocation" program—could amount to crimes against humanity, including enslavement and forcible transfer. The experts argue these policies aim to reshape Tibetan cultural identity under the guise of poverty alleviation. The International Campaign for Tibet (ICT) welcomed the findings, urging international governments and corporations to strictly audit supply chains and press Beijing for unhindered access to the region for independent investigators.
