The International Campaign for Tibet has released a report titled “Crisis of credibility”, criticizing the lack of genuine Tibetan leadership in Tibet. It says China selects Tibetan officials based on loyalty to the Chinese Communist Party, not the welfare of the people. The report notes that Tibetan leaders hold only token positions, lacking even the limited autonomy promised under the 1951's 17-Point Agreement. It also highlights increasing corruption and misrule. According to ICT, the CCP continues to promote this agreement as a symbol of freedom despite ongoing oppression and control from outside leadership.
