The document includes a “Warning on ideological risks in the Autumn session 2025” and a “Swift Action Plan for Sensitive Times.” Article 8 orders strict surveillance of monks who use social media to send greetings, and bans illegal gatherings, flag-raising, displaying images, or self-immolation. It further calls for shutting youth religious practice centers viewed as influenced by “foreign forces.” Ahead of the TAR’s 60th anniversary on Sept. 9, officials must prevent protests or activities undermining state policy.
